Seems that the weapon damage spell visual effects for assassins does work, so perhaps can do the same for blackguards.

I have seen it happen. Not sure how, but it does happen.

There can also be bugs with conditional scripts if other PCs are nearby. If options are missing, have other players move away, and try conversation again.
