Dwarf not recognizing level

Vash, who is level 34, talked to the dwarf in the square, who only had 1 dialogue choice about "finding them when you're ready".

Arg I fixed this yesterday so lowlevels did not start the quest but it seemes i "fixed it too well" ill be lookign it over sunday likely and perhaps other stuff there aswell ...
